Spore -Buying PC Version?

I know they have the regular spore, and then something else caught my eye.

Which is a better version? Does the galactic version come with the same features as the regular spore, or is it like an expansion pack? Would I have to buy both?

What is better about that? Does the game come with a creature creator....or is that just like a more advanced creator? Does it allow me to upload the created creatures from this into the game?
